The admission is not based on he overall scores but it is based on the cut off marks out of 200 in PCM. If you have this cut off score above 195, then you can get IT in Anna University.

NIT TRICHY is better than ANNA UNIVERSITY.
I would say both are very good in their own rights. CEG takes in a lot of candidates mainly based on TN state board marks. So the quality may be a little less than students at NITT where students are taken in through JEE performance. Still you can see CEG and NITT ranked amongst the top engineering colleges in India. Considering some factors:
Placements:

Hi, Admissions to various engineering colleges in Tamil Nadu are controlled by Anna University. TNEA or Tamil Nadu Engineering admission process is not examination for entry into engineering colleges. It's only a process through which a prospective students are expected to apply hence you also need to apply via TNEA as an outside state candidate for seeking admission in various colleges which are coordinated by Anna University. Remember admissions are on the basis of marks obtained in 12th only. Best wishes.

Anna University fees structure is like Rs. 36,250 per year that would totally cost you Rs. 1,45,000 for the 4 years of your B.Tech degree. Placements are better in LPU because of a large number of companies visiting the campus of LPU, a great infrastructure, world-class facilities. I am afraid, every state is becoming more and more restrictive by enforcing conditions of domicile. Only unaided colleges gave some management quota under which students from other states have some chance.
