No, School of Engineering and Technology is way cheaper than APS College of Engineering.
The total tution fees for Undergraduate courses in School of Engineering and Technology ranges from 3.4Lakh - 3.6Lakh INR. While the total tution fees for APS College of Engineering ranges from 6.3Lakh - 17Lakh INR which is more than twice that of School of Engineering and Technology. Both the colleges you have mentioned are chosen by many students and they have quite moderate reputation.
The straight forward answer is that School of Engineering and Technology is a better college than that of the APS Bangalore. School of Engineering and Technology have a better laboratory, library, classes and infrastructure available which is one of the important thing one need. Apart from this, there are more number of faculty members available in the School of Engineering and Technology who have better qualification compared to that APS Bangalore and also the faculty members have quite a good diversity.
