A doctoral degree is the usual educational requirement to become an astronomer, since most of the work tends to be related to research and development.
Those who option for this field, should pass their plus two examination under the science stream, specially in physics and maths. For pursuing a career in theoretical or observational astronomy one may go through the science stream after plus two. ISRO Exam 2017 Eligibility
BE/B.Tech or equivalent qualification in first class with an aggregate minimum of 65% marks or CGPA 6.84/10 (average of all semesters for which results are available). Minimum of 65% marks or CGPA 6.84 in section B alone for candidates with AMIE/graduation IETE qualification.
Candidates who are going to complete the above course in the academic year 2016-17 are also eligible to apply provided final Degree is available by 31/8/2017. The qualification prescribed and the benchmark are only the MINIMUM requirement and fulfilling the same does not automatically make candidates eligible for Written Test.

Currently, there are only 3 colleges which offer courses in astrophysics. You can refer to the link provided below for a list of college which offer courses in astrophysics:

Eligibility for M.Sc. in Astrophysics
The minimum eligibility required to be met for admission to the course is graduation completed with science from a recognized university with a minimum aggregate score of 50%.

How to become an astronomer:
To become an astronomer, a Ph.D degree is compulsory.
First, you have to complete your 10+2 examination under the science stream, especially in mathematics and physics.
After that, you can join an undergraduate course in astronomy. You can join for an honors/major in physics with mathematics as a secondary subject.
Thereafter, you can join postgraduate degree in physics or astronomy.
After competing Masters degree, you can do specialization in astronomy leading to Ph.D.
