While both Austria and Germany are good options for higher studies abroad, choice of which one is right for you depends on different factors as mentioned below-
- Courses in Research, Engineering and Science are available in both countries.
- Austria has lower tuition costs compared to Germany. It may also prove to be slightly cheaper for living.
- Both countries offer programs in English.

Check university's websites first of all like Vienna Institute of Technology, University of Vienna etc. The requirements will be different for different universities. Good grades in your B.Tech, IELTS etc. will be required.

To get PR in any country is mostly political decision. Though most countries, particularly Western European & Nordic do offer this to the people having skills. I feel both countries are good in this regard and it's difficult to differentiate as to which one is better than the other.
