Let me start by telling you a little on what Economics is all about and how is it linked with Math and Statistics.
Economics is a social science. What makes it different is its use of maths and statistics to prove theories and concepts while still incorporating other subjects, such as politics, philosophy and geography. It is basically a statistical data which needs computing to get results.
Thus to study Economics at the Undergraduate level math is compulsory.

No, Arts students are not eligible to pursue BA Economics unless hey have studied Economics and Mathematics as subjects in Class 12. Since you have mentioned that you have not studied Mathematics in Class 12 , you cannot apply for BA Economics.
However there are some private colleges that have relaxed admission criteria where students like you can be eligible to apply. You can also pursue BA Economics through distance colleges such as IGNOU. Hope this helps. All the best

B.A. (Hons), and B.Sc. (Hons) in Economics are nearly all same. The course curriculum varies in each. Also, affiliated University plays a major role in deciding the Degree. Above all B.A. Is the simple graduation in which you've to study Arts/Social Sc Subjects for 3 whole years. B.A. (HonS) is mastering the Honours subject in final year. B.Sc. (hons) is also the same thing albeit in B.Sc. You'll have more of mathematics and calculative part as compared to the counterparts. I'll give my own example. I and my other two friends are pursuing graduation in Economics. I'm from BHU, one is from Delhi University and the other one is from Calc
