For Delhi University examination you need to complete your (10+2) to be eligible for doing B.Com however for certain universities the criteria may be different.
So check on different universities pages and their eligibility criteria they might consider your Diploma equivalent to +2.

Unfortunately, you cannot get admission to Allahabad University or any Central University for B.Com course with 388/850 marks. The cut-off for a B.Com course at Allahabad University in 2022 was 450, and the cut-off for a B.Com course in other Central Universities was also around 450. You can try applying for admission to the spot round of counseling so that you may have a chance to get a seat.

Yes, there are some colleges in Ghaziabad that offer B.Com Hons like Amity University, Apeejay Stya University, Jaypee University of Information Technology, Gyanpeeth University, and so on. The students must secure at least 50% of marks in aggregate in 10+2 for eligibility for the course.
