The fee structure at Government First Grade College, Bangarapet for B.Com for full course duration would be around INR 29,912 for 3 years and this college is quite affordable and good, so just go for it.

Yes, of course, you can complete your graduation after 9 years of gap. But, it will difficult to complete the course in regular mode after such a long gap. Instead of that, you can opt for Distance learning system of education.

Personally, I would like to suggest you to opt for Bachelor of Science in Computer Science because that is much better and now a days it is in demand also where as B.Com in computer Science is not very scope full.
