Fees for BCA will be according to college start form INR 15,000- 2,00,000 and for B.Com is also same INR 15,000- 2,00,000.

It is very tough if you want North campus for B.Com (Hons) at 94.75% because seats get filled in first cut off itself. If you are coming from category like SC, ST, OBC, SIKH minority then there may be a chance. Please have faith you'll definitely get a good college.
