Dear aspirant, Glad to meet you. Higher Secondary Education is the minimum educational qualification for B.Com. Candidates who have not completed Higher Secondary Course can do Bachelors Preparatory Programme offered by IGNOU and can join B.Com in IGNOU. There is no age limit for Bachelors Preparatory Programme. Duration of this course is 6 months to 2 years. There is no upper age limit for B.Com in IGNOU. It is not possible to apply for B.Com without having completed 12th. No university will give you admission for B.Com with Diploma in Engineering degree. This is completely out of the picture. Hope it helps.

The fee structure of government colleges mainly depend upon which category you are in, SC-ST students require very less fees whereas students from OBC and OEC category may require a little more than that, but students from general category requires high fees comparing from other categories. there are Government colleges which also offer self financed courses which may require around 15,000 to 50,000 per semester. courses which are not self financed only require admission fees which may differ according to the college, approximate amount is 5000.
