PAL refers to Provincial Attestation Letter. It is an official document from the government of Quebec. It certifies that the seat is saved for an International student inside Canada's yearly immigration cap. PG Courses at McGill University are not affected by this cap that means the Indian students willing to study at McGill University would not need PAL.
