Hello,
Yes, as you completed BA, you are a graduate student. So, you can give B.Ed exam and continue your study with B.Ed. It does't matter you completed your graduation from distance or regular learning.

For any course in India, it is required that college or university should be recognised by UGC because some minimum guidelines are laid by UGC for education standards and quality teaching. Otherwise, the degree from non recognised universities are not valid.
