Hi,
Admission in 2nd year B.Tech after completing B.Sc is not allowed anywhere in India. So I don't think you can do so but you can pursue MCA from DTU by cracking the entrance. It has almost same value.

My advice to you is that first earn a seat in the college you want to study, and once you have secured a seat, you can apply for a loan. You should also critically analyze your financial position and whether you will be able to pay off the loan in the future. The banks can be extremely cut throat when it comes to 'wasooli', so be careful. Other than that you are good to go.

Lateral entry to another college is permitted by most institutes. However, before you give up your seat, make sure you block a seat in the institute you wish to transfer to. Having a good academic record is a bonus and will help convince admission authorities to grant you a transfer. Also, you should consult with the relevant authorities whether there is a tie up with the college you wish to transfer to.
