A few colleges allow lateral entries to other institutes. However, the candidate vying for lateral entry should have a good academic record. Before, giving up your seat in the current college, make sure you block a seat in the target institute. Consult with your college authorities if you are eligible for lateral entry and then take the next step.

Your class 10 marks should not be an issue when applying to Stanford for B.Sc. The SAT with essay or the ACT with writing is required for all undergraduate applicants. The Test of English as a Foreign Language (TOEFL), although not required, is strongly recommended for non-native speakers of English.
You may submit your IELTS scores, but note that Stanford does not recognize the IELTS as a measure of English proficiency.
