If you are in seek for high paying job then you are advised to prepare for government exams or do some job oriented course which at least made you competitive in this cut throat competition.
Other option is to go for M.Sc. It will also enhance your chances to getting a high paying job.

I would suggest you to study in India. Education system in gulf nations is the worst and by the way even people from gulf would prefer to study in either west or countries like India.
