If you want to do M.Sc IT regular/ full time course, then you should be from science background or from computers background like B.Sc or BCA, etc. You have to clear the common entrance test conducted by the university or the state.
If you are not from science background and still want to pursue, you can do from a distance learning facility like IGNOU is offering MCA or many other universities, which offer correspondence courses.

Yes, there are so many government jobs and competitive exams for which you are eligible after completing your graduation in any stream.
You can apply for Bank PO, clerk exams, SSC CGL, UPSC exams, Railway NTPC, etc. You can also apply for Railway RRB exams according to the required eligibility criteria. In Indian railways, there are so many posts and vacancies available. You can apply according to your qualification.

The eligibility criteria required for most of bank exams is graduation. After completing your graduation, you can apply for IBPS PO, IBPS RRB, SBI PO and RBI bank exams.
There are many other options available after B.Sc agriculture like:
1. Manager at plantations.
2. Officers at fertilizer manufacturing firms.
3. Agriculture machinery industries.
4. Agricultural products marketing firms.
5. Research fellow.
6. Quality assurance officer.
7. Agriculture officer.
8. Agriculture loan officer.
9. Production manager.
10. Operations manager.
11. Farm manager.
