when a student completed diploma, almost 10+3=13 years of education is completed. Hence one can seek admission in undergraduate courses in USA. However let me point out that admissions in USA are nit dependent exclusively on academic performance but depends on different aspects. It would be very easy for me to give you a link to the ranking of US colleges. But it's not going to help you. This is so since admissions to engineering colleges in the US depend on host of different facets. In view of this, I would like to advise you to approach an agency dealing with sending students to US for undergraduate courses. They have the capability to guess based on your CV as to which college would be best for you. Best wishes to you.
