If you cracked UPSC ESE then definitely join as IES. Or if you are preparing then give both GATE and UPSC ESE your first priority should be IES then any PSU job.

B.Tech CS is superior degree in comparison to B.Sc. CS or IT. You can get job of developer or tester in Small or Medium IT companies after B.Sc. CS or IT. MNC or Large IT companies prefers B.Tech CS or MCA or M.Sc. CS/IT grads. If these companies offer you job, then it will be below B.Tech graduates scale and with lower salary. You will take few years' experience to get fresh B.Tech graduation salary and grade in companies.

Yes, for Future. Especially if you are interested in doing research jobs or going aboard for higher studies. But if you want to look for immediate rewards, like programming jobs after graduations with fat salary, then you may feel that you have wasted your precious time in doing research which is not useful for programming jobs immediately. But if you look forward beyond 5 years from now than the skills you develop in the past years will be more useful in long run as programming skills may get outdated.

In computer Science branch you only deals with the computer. I. e. the motive of this branch is to make you the master in Computers! Basically in this branch you learn to develop software and applications. Basically you only deal with the software not with the hardware parts and items you have in computer. EC you deals with software as well as with the hardware parts of the computer system. Both are same in there domain.
