Yes tier-2 universities offer B.Tech programs in ECE for less than 10 Lacs here few choices:

Private universities: Manipal University, Amity University, SRM University and VIT Vellore (costs 8–10 lakh).
DTU, NSUT, Jadavpur University, WBUT, COEP and PEC Chandigarh are state government colleges (fees 2-5 lakh).
MIT Pune, KIIT and UPES Dehradun are deemed universities that cost 8–10 lakh.
Scholarships: Private, merit-based, and government programs help lower expenses.
Exams include the state CETs, JEE Mains and private university exams like SRMJEEE and VITEEE.
Before choosing a college, look into infrastructure professors and placements.
