You can seek admission in COEP directly into second year by way of lateral admission process. Yes,you can take admission in any engineering college after successfully completing your Diploma from any college.There are several Eligibility criteria :-A). Passed Diploma examination with at least 45% (40% marks in case of candidate belonging to reserved category) in ANY branch of engineering and Technology.
B). Passed B.Sc. Degree from recognized University as defined by UGC, with at least 45% marks((40% marks in case of candidate belonging to reserved category) and passed 10+2 Examination with Mathematics as a subject.

Hello Kanwarpreet, to the best of my knowledge such arrangements for engineering courses and that too in Computer sciences engineering are not available presently. However some deemed to be universities are offering BBA is such similar courses with studies divided in UAE, India, Singapore, Australia etc.
