You are basically asking about IIT. IIT doesn't provide lateral admission and not even regular admission through management quota. Your Diploma is however eligible for admission into mining engineering. I would suggest pursuing the course from another college.

In this budget, you can't even study in any of the Indian private university and you are thinking of going abroad. But yes, you can study abroad also. The basic eligibility criteria for BE/ B.Tech in Agricultural Engineering is 10+2 or equivalent with Physics, Chemistry, Mathematics and preferably Biology. There will be entrance exams at state level and national level or even university level which you may take up in order to obtain entry into this programme.
