As the basic eligibility for getting admission in Master's degree is that the student must have a Bachelor's degree in any field or related field under recognised university. So, you have a backlog you need to first clear your backlog papers and pass in the subjects you failed, then you can get admission in colleges.

Yes, you can study in USA with 5.5 bands in the IELTS. In general, US university require a minimum IELTS score of roughly 6.5 However, few universities accept students with GPAs lower than 6.5 Admission will be granted to candidate with IELTS band score of 6.0 and 5.5 some US universities that accept IELTS 5.5 band.
