Yes, you can do but distance education would provide you merely a degree. For practical knowledge and industrial exposure, you should go for regular education. The best colleges are: Delhi University, Delhi

To be paid in 8 installments semester wise.
There are three kinds of hostels,Twin AC, TRIPLE AC AND TRIPLE NON AC, fess varies between 1.2 to 1.7 lakh per year.
