I am sorry to say this, you wouldn't get the same degree, because maximum space to clear B.Tech is 7 years from the date of admission. But, it looks like 13 year since you joined B.Tech. So, start it again from beginning or choose another UG degree.

Exemption. Students joining the CA Course after successfully clearing Graduation with the
specified percentage of marks are exempted from appearing for CPT Exams and can directly start
their articleship and appear for IPCC Exams. Good luck.

You can go for colleges outside your city also in your graduation. If you are getting the opportunity, then don't miss it, if it is one of the best institutes of India. It doesn't matter you go for graduation or post-graduation. It would be a good exposure for you until you use your opportunity wisely and stay focused on your goal to do MBA. Good luck.

First, you need to check the entry requirements for different colleges, you will find the online application system on college websites itself. Just apply. No matter which college you apply, your application will be evaluated either under SPP or Non-SPP depending on the admission requirements you have MET.
