Some of the foreign universities allow you to join PG course with one year of additional courses. Search the websites of those universities and ask from them too.

If you are from SC/ST, then yes, but if you are in general category, then eligibility is 50 percent.

Hi Namita,
There arena't many government colleges in India which offer undergraduate course in Mass Communication. However, there are a few which will offer you journalism courses. The only difference would be that these courses would be strictly inclined towards journalism and not much towards other genres of mass communication. Now to answer your question, below are few government colleges which provide the same:
1. Lady Shri Ram College for Women (LSR)
2. Delhi College of Arts and Commerce (DCAC)
3. Indraprastha College for Women (IP College)
4. Jamia Milia Islamia University
5. Maharaja Agrasen College

Yes, you can apply, but most importantly in what type of architecture you are interested? There are many types of architecture so first decide it before applying and as your subject in graduation was history. So, if you are interested in ancient architecture style, then try to focus in some more universities in Delhi, Bangalore, etc. kind of places.
