NCC is offered by many colleges to it's students. However, if your college is not offering it then I am afraid you can not join NCC.

As per NIFT's prospectus, the eligibility for MFM (Master of Fashion Management) is :
An Undergraduate Degree from any Institute / University recognized by law in India.
or
An Undergraduate Diploma of minimum three years duration from NIFT / NID.
So you cannot sit for the exam until or unless you have the certificate.

Please mention the course for which you wish to apply, as different courses have different deadlines.

This is completely up to the college discretion, please check the same with college authorities.

The PGP course offered by IIM, Ahmedabad is equivalent to a master's degree. Hence a bachelor's degree is a necessary prerequisite for the course.

I would suggest you to go for a certification or short-term course as you have already completed your graduation.
