Yes, you can do D.El.Ed. Later, you can do your D.Ed also. But, you are advised to clear your +2. Otherwise, there will a big gap in your learning .If your learning is incomplete, how will you help your students in future?

I would advise you to first clear your backlogs and then apply for a UG diploma. However, you can apply for an UG directly even if you have arrears as diploma qualifications are normally not needed when applying to an UG course.

In order to appear in Civil Services examination conducted by UPSC the candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on August 1 of the year of examination. Prescribed age limits vary with respect to caste reservations. For Scheduled Castes (SC) and Scheduled Tribes (ST), the limit is 37 years. Age eligibility varies in different states for PCS examination. You may check for state for which you are targeting to apply for PCS.
Degrees awarded by IGNOU are vaild for appearing in Civil Services Examination and PCS.

Hi, universities will open the admission rounds after August so you have to keep checking, deadlines differ from university to university, since you will be completing your exams in March 2018 you will have ample time to prepare and apply for the Fall 2019 intake. 6 to 10 months is generally required to prepare for the admission rounds. Start preparing early so that you can apply early. Ivy Leagues are not just about passing your exams with high grades but you must be an all-rounder to fit in.
