Yes, you can join in graduation course, even if you have failed in your 12th standard. And you can complete your 12th standard and graduation simultaneously. Following are some of the open universities, in which you can join to take a graduation course.

Yes, MCA can be a good option for you. For MCA, the minimum eligibility criteria is 50% marks in any discipline in Graduation with Mathematics either at 10+2 Level / Graduation Level.
For MCA Lateral entry, the minimum eligibility criteria is 50% marks in BCA/ B.Sc(Computer Science)/ B.Sc(IT)/ BBA-CAM.
For admissions, you need to fill up the online application form on www.mriu.edu.in for Rs. 1200/- and bring your documents and fees either in the form of DD/cash. Annual fees for MCA is Rs. 1,01,500/- out of which you need to pay the first installment at the time of admission which is 71,500/-.

The scope for psychology is wide .Moreover, in foreign countries, there is a good demand for psychologists and psychiatrists. But, you have to do at least post-graduation in it if you really have interest in it. You can become a counsellor, work in an NGO, do B.ED and become a lecturer, moreover you can also get doctorate in this field and demand for psychologist/psychiatrist is in every field, whether office, educational institute, factory, sports, etc.

Only difference in nomenclature, rest all are same, in some states like Gujarat and Rajasthan it called as BE while in UP or nearby states called as B.Tech.

Dear Akash, There is no self-sustaining courses as off. Self-financing courses means government won't support to the course financially. The student who opt the course they have to pay fee for the course. Hope you are cleared. All the best.
