Hi Narayan,
Yes, you can give CDS examination after BCA. The minimum eligibility criteria (educational qualification) for CDS:
For IMA /OTA : A degree from a recognized University or equivalent.
For Indian Naval Academy: Bachelor of engineering.
For Air Force Academy: Degree of a recognized university (with physics and mathematics at 10 +2 level ) or Bachelor of engineering.

You can join any prestigious institutions in Delhi NCR area. Bachelor's is just about knowing the basics very clearly, you can study anywhere you want to gain knowledge. But a good college is required to support from the back and show you the quicker path. Keep learning and gaining knowledge.

It's up-to you, and your interest area. You can pursue both the alternatives. BCA+MBA looks little odd, but still you will get a placement you can survive with. But BCA + MCA looks normal and it will work normal. You can earn a good penny out of it, if you are interested in Computer Applications.

Definitely biotechnology, the field is comparatively new and better than BCA, these days every Tom, Dick and Harry is either an Engineer or BCA certified, do something that is unique and creates a demand for you in new market.

Surely you can, but depends on the subjects you have had in your higher classes. If you are from a science background with maths or even commerce with maths you can apply for a BCA degree in Patna University.

Indian IT industry is in slow decline phase because of outcry against outsourcing in Western countries and increasing restrictions on working visas. Jobs are difficult to get if you miss campus placement. You will face lots of challenges to get job after BCA distance learning as there is no facility for campus placement for students who complete graduation or Post graduation by distance learning.
