The first step in learning how to become a fitness instructor is to prepare for the certification exam. This can take anywhere between 3 to 12 months depending on your base knowledge and amount of time you have to study. Most gyms will not hire you as a fitness instructor unless you have a nationally recognized personal training certification.

Generally, no. You are able to freelance as a fitness instructor, however the level of restriction to the exercises you are allowed to teach with only a level 2 qualification are high. Personally i would only advise working in a gym until you obtain level 3 personal trainer qualification, then go freelance.

It depends on your location, years of experience and education/training. Working for a fitness facility you can expect to make between 25-40 an hour. If you are a contractor you can expect to pay the gym 25-50% of what you charge a client. Working independently many charge $60 +/-.
