The first step in learning how to become a fitness instructor is to prepare for the certification exam. This can take anywhere between 3 to 12 months depending on your base knowledge and amount of time you have to study. Generally, no. You are able to freelance as a fitness instructor, however the level of restriction to the exercises you are allowed to teach with only a level 2 qualification are high.
Personally i would only advise working in a gym until you obtain level 3 personal trainer qualification, then go freelance.
