A programme called the Post Graduate Diploma in Computer Applications (PGDCA) is available at Tilka Manjhi Bhagalpur University (TMBU). One year is allotted for the course (full-time). The entire cost of tuition for TMBU's PGDCA programme is INR 13,000.00. Nevertheless, the search results contain no mention of a six-month certificate programme in computer applications offered by Tilka Manjhi Bhagalpur University. The university does provide a three-year, or six-semester, standard Master of Computer Applications (MCA) study.

No a student who belong to Bihar can not appear in UPCATET exam. As according to UPCATET eligibility criteria:
A) Such students who are living in UP from the last 5 years and have completed the required qualification from state only.
B) Such citizens of India whose father’s residence or place of origin is UP and he/she also belong to UP.
C) Such citizens of India whose father’s residence or their residence is not from UP but they acquired and have been living in the state for 5 years.

As per the official website, NIT Patna offers B.Tech and BArch courses at the UG level. It's advisable to directly contact NIELIT Patna or visit their official website for the most up-to-date and accurate information regarding the fees for the UG Diploma course you're interested in.

There are some relaxations given to SC/ST/PH students and various other students belonging to low-income groups under the fee concept of NIT Patna.
