Hello,
Your rank is pretty decent. Getting a rank under 500, however, gets you in the top 3 colleges of IPU.
Not many colleges of IPU offer B.Tech Biotechnology.
University School of Biotechnology (USBT) is a constituent institute of GGSIPU. You can surely get into it. Not sure about any other college. Just check with MAIT, VIPS, MSI or JIMS if they offer your course. These colleges are the best.

Yes, for admissions in the top college for M.Sc biotechnology, you have to qualify the exam.
Otherwise, you can take admissions in any low ranking private college in your state.
Some top college for M.SC biotech are:-

Yes, you can apply for SET as well as the NET exam. Let me clear here that SET is a state level while NET is national level exam conducted for the assistant professor at the university level and the junior research fellowship. The minimum eligibility to apply for the NET or SET exam is post graduation degree with minimum 55% marks from recognised university. The candidates are allowed to apply only their post graduation degree or its related subject. Hi,
Eligibility Criteria:
Candidate should have passed (10+2) or High School Senior Secondary exam with Physics, Chemistry, Mathematics/Statistics/Botany etc by the Central Board of Secondary Education (CBSE) or any equivalent exam conducted by any State Board or Equivalent.
He/She should have secured a minimum of 50% aggregate.
All SC/ST candidates have a relaxation of 5% in the minimum aggregate.
Admission Guidelines:
