Not many colleges of IPU offer B.Tech Biotechnology.
University School of Biotechnology (USBT) is a constituent institute of GGSIPU. You can surely get into it. Not sure about any other college. Just check with MAIT, VIPS, MSI or JIMS if they offer your course. These colleges are the best.

Yes, you can apply for SET as well as the NET exam. Let me clear here that SET is a state level while NET is national level exam conducted for the assistant professor at the university level and the junior research fellowship. The minimum eligibility to apply for the NET or SET exam is post graduation degree with minimum 55% marks from recognised university. The candidates are allowed to apply only their post graduation degree or its related subject. As you have completed the master's degree in biotechnology you may apply for the CSIR NET life Science or CSIR NET Chemical Science. How to get admission in Bachelor of Technology [B.Tech] (BIOTECHNOLOGY)
The admissions to B.Tech Biotechnology is done either through common Entrance Test (CET) or merit based direct admission. Merit list is based on the marks obtained in 10+2. The application form for entrance exam is available from the month of February to March. The general process is explained in the figure below.

The test includes questions from physics, chemistry, biology, mathematics and in some cases general English with syllabus of 10+2 followed by major universities. The marking scheme may differ for universities. There are around200 questions and the duration for the exam is2 hours. Generally there are fixed number of questions from each topic.
