You can approach IGNOU or YCMOU or any private university in state to find out information since graduation percentage is low, you will have to settle at lower college in beginning, but get a job and then you can excel.

Yes, you can as you have completed your Bachelor's degree. In order to Pursue MBA in USA you must clear GMAT exam. TOEFL is widely taken English test accepted by most of the Universities all over America, but now days some universities are also accepting IELTS and SAT scores to grant admission to overseas students. Your 1st step should be to start preparing for all the entrance tests for MBA admissions next year. Once u clear any one of them CAT SNAP TISSNET XAT CMAT GMAT try to check which colleges have good HR placements. Regarding "good" exam, I think all the tests are good. If u are very serious about HR, do give TISSNET will 100% dedication.

Yes, definitely you can go ahead with your decision of pursuing MBA in HR. There are many options for various colleges around. There are entrance exams like CAT CET, XAT SNAP etc. For getting into Masters of Business Management. Based on the score you get, colleges will be allotted to you for further proceedings of selection.
