No, work experience isn't a must for PGDM at GIBS. Freshers can join too, and my batch had a good mix of fresh graduates and students who had already worked.
I studied at GIBS, and we all got the same opportunities to take part in projects, presentations, internships, industry sessions and college activities. So being a fresher was never a big issue.
If you're planning to join right after graduation, you can definitely go for it. You'll get plenty of opportunities at GIBS to learn, gain practical exposure and build your confidence along the way.
