For civil services, you should choose that course in which you have more interest I would suggest you to do BA course because as you will do this course on the same time you can study for civil services.if you go for technical courses then you its really typical for you to study continuous with your B.Tech

There are many good colleges & universities which provide B.Sc Honours like Delhi university, IP University, Amity University, LPU Punjab, Chandigarh University, etc.
To get job in ISRO you will have to clear exam of ISRO which is conducted every year by ISRO
