We cannot predict what will happen by 2023, but with some ideas I can suggest you to pursue B.Tech in ECE branch because in coming years there are many ECE based companies which will visit India and consequently there will be high demand of ECE graduates.

In public sector there are opportunities for civil engineers in academics, PWDs, public health engineering and water authority and irrigation departments. Entrepreneurial opportunities are limitless. Well, in the recent time, demand of CSE and IT engineering have increased a lot, and you have seen that students highly prefer these branches only and in any colleges. Firstly, CSE seats are filled, due to better exposure, high paid jobs and job flexibility. So, if you talk about the scope, then choose between CSE and IT, both are equally good.
