It depends on your position. The highest post in IAS is cabinet secretary to Prime Minister of India and according to 17 pay commission, the salary for that post is 2.5 lakh per month provided that the cabinet secretary will enjoy all the other facilities like government bungalow, escort etc.

There are various PSUs and government companies in which electronic and telecommunication engineering jobs are offered. Some of them are BEL, DRDO, BARC, Indian Railways, Meteorological Dept, AAI, DMRC, etc. In order to get a job in most of these, you have to appear and clear the GATE exam. ISRO, DRDO, and BARC have separate exams for them. There are other PSUs too which require GATE exam.

I would recommend you to pursue MBA course in banking and finance sector from any of the reputed business colleges with good accrediting grade and ranking in case if you are a working. I would highly suggest, you should pursue Management development programmes that are been conducted at many business schools. These MDP programmes are designed in such a way that it would help a particular working professional to gain lots of knowledge in very short period of time.

Game designing is one of the trickiest things in computer Science. I'm saying this according to my own experience. I developed a 2D Game as my major project in College. I have used JavaScript and C+ as my main language. But the thing is you need vision, graphics, game engine and a lot of mind work. You can learn C and C+ for your own ease.

As per your degree and industry experience for better career prospects in BFSI sector. I would suggest, you should opt for management development programmes that are been held at many reputed business schools around India. this would surely help you to hone your banking and finance skills and would also keep you updated with the latest things happening in BFSI Sector.
And if in case you are in or around Pune. I would suggest, you attend the management development programmes taking place at Symbiosis School of Banking and Finance.

T depends on you, whether you want to pursue your career in more of a technical work or get into management. For specialising in a technical degree, opt for M.Tech and for management, you can go for MBA.
There are many specializations in which you can do M.Tech after completing your B.Tech in civil engineering like:
1. Environmental engineering.
2. Structural engineering with specialization in offshore structures.
3. Pipeline engineering.
4. Computational fluid dynamics.
My personal choice is structural engineering as it has very good career prospects and job opportunities. To pursue this specialization you can go for NIT - Calicut or UPES -
