In your case, you can start searching for jobs in different organisations at different levels and don't let your manager know about the same. If you find that other jobs are not satisfactory then you will start loving the organisation you are working in and you will automatically get your interest back in it.

Here you are confused about two different stream and field.
For B.Sc in nursing you need to complete 12th with PCB. This course is purely related with nursing and need deep knowledge of biology.
Another course you mentioned here is purely a management course so for this you does not need any knowledge of science.

To become a Junior Engineer you should be a Diploma holder (Electrical). If you are an Electrical Engineer, you might not be allowed to take up JE exam, instead you can apply for AE/AEE posts.
Keep checking your State Government and Central Government websites for job openings.
All the best.

If you are fully dedicated towards your goal, then 1 year preparation is more than enough for UPSC exams. Follow smart reading techniques. Take mock tests online and assess your performance. Read The Hindu News Paper daily and update yourself with the current affairs.
In spite of your efforts, if you cannot crack it in 1st attempt, please don't loose hopes. Prepare well and go ahead in the next try.
All the best.
