Yes, you can definitely become an IAS officer.
Prelims paper will test your analytical and current affairs skills.
Also, you need not be a scholar in maths for becoming an IAS.
But be perfect with basic maths, percentage, profit, loss etc. In Mains, you can skip maths as there will be another option for you but to crack prelims you need to be perfect in basic maths.

Degree certificate of any course will be ok. It is not necessary that you must be a computer graduate only. B.Tech, BBA, B.Com, BA, B.Sc and MBBS, any degree will do. To appear for civil, all you need to have is a degree. That's it. There is no specification of subject requirement.

Nothing will happen with that certificate. If you want to become an IAS, you should appear for civil services exam which UPSC conducts every year (IAS is all about administration, how can you think that c+ certificate will be useful for it.).

It depends upon how u make your timetable. Generally everyone tells that you need to study 18-14 hours a day but I think if we study for 8 or 10 hours with utmost perfection than it is very much sufficient.
If you see the interviews of IAS toppers then you will come to know this fact.
