Now don't neglect your first 5 semesters because the marks obtained in 5 semesters will decide your overall CGPA. To become a collector you have to become an IAS by clearing the civil services exam conducted by UPSC.
In the third year of your B.Tech, if you have a very good CGPA, then you can start reading Polity by Lakshmikanth book, it's about Indian constitution then slowly increase your level of preparation. The success rate for IAS is very low. If you neglect your engineering and if you don't get IAS, then your career will be in risk.

In my opinion, you should appear for JEE mains and advance. So, you will be able to complete your automobile field from any prestigious IIT.
