It is a good choice, however it would be great if he does a post grad degree too, because in today's job market it is advisable to have a post graduate degree

U should try to be more strategic, hard working and studious before failing in all attempts. IAS is a premiere exam which one should not compete just like that without having a right preparation. As a general candidate u hv 6 chances and 32 is the age bar. For reserved category people, it is more high. So just do not let it go like that, join good institute and take preparation.
