Hi Tanishk,
To become an IAS officer you have to appear in Civil Service Exam. The Civil Service Examination is organized by UPSC every year to recruit candidate for IAS, IPS etc.
Academic Qualification:
The candidate must hold a bachelor's degree in any field from a well known college or university. You can pursue graduation in any stream. Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
-Age Limits:
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
Number of attempts:
Every candidate appearing at the examination who is otherwise eligible, shall be permitted four attempts at the examination.
Selection Process
The Civil Services Exam is a paper based test and consists of two successive stages:
(i) CSAT (Objective type) comprising 2 exams : General Studies
(ii) Civil Services Main Examination (Written and Interview)
CSAT-Prelim:
-Paper 1 is on General Studies
This includes areas like Indian National Movement, Indian Polity, Basic Economic Understanding, Geography
While the dynamic part includes current affairs, GK and has no proper definition and syllabus making quite vast.
-Paper 2 includes mathematics, reasoning, analytical ability, and interpersonal skills. Unlike paper 1 which has a static part, paper 2 is dynamic in many sense.
The Main exam will consist of :
Essay
Modern Indian Language,
English
General Studies-I
General Studies-II
General Studies-III
General Studies-IV,
Optional Subject Paper –I
Optional Subject Paper-II

Animation/vfx/Film making/ game/ CG is field for all, it does not judge a candidate only on its academic results but gives equal value for his creative skills , artistic skills , acting skills, photography skills , color concept and so many verity of skills , and also it has good scope to lead and comfortable lifestyle .
But these days a graduation is very important no doubts , hence after 12th , let him join any of the distance course for graduation ( Must be UGC approved ) and let him simultaneously continue and complete a regular animation long term course of 3 years .
Hope then he will have a good scope to lead a life of his choice .

It depends on many things , such as the institutes which are continuously giving best services , or new comers who are up with all updated infra and better facilities , some of which are very old with not so good infra but with the best faculties , some are reasonable service provider in considerably reasonable price , so many parameter.
From my past experience , i would not like to suggest any one to opt for a university course on animations , specially in INDIA , i have seen students suffering because of the lack of communication between the institute & the university , Rather i would suggest one to continue any graduation ( distance program - Under University & UGC recognition ) & simultaneously, go for a 3 years professional diploma or masters course offered by the institutes on their own certification, that would be far better option
I feel for this you must personally visit the institutes and take a decision.
