To become an IAS officer you have to appear in Civil Service Exam. The Civil Service Examination is organized by UPSC every year to recruit candidate for IAS, IPS etc.
Academic Qualification:
The candidate must hold a bachelor's degree in any field from a well known college or university. You can pursue graduation in any stream. But these days a graduation is very important no doubts , hence after 12th , let him join any of the distance course for graduation ( Must be UGC approved ) and let him simultaneously continue and complete a regular animation long term course of 3 years .
Hope then he will have a good scope to lead a life of his choice

From my past experience , i would not like to suggest any one to opt for a university course on animations , specially in INDIA , i have seen students suffering because of the lack of communication between the institute & the university , Rather i would suggest one to continue any graduation ( distance
