Hi Sunil,
Railways sector in India holds the pride of being one of the largest sectors offering a wide range of employment opportunities.
The sector has employees at different levels of employment and the employees in the Indian railways are grouped under four groups namely A, B, C and D respectively. The officers with highest positions are comes under Group A, while the second level staff comes under Group B. The middle level employees are classified under group C, while the lowest paid cadre is the people employed under Group D.

This choice of yours won't effect your career. But instead of giving another attempt, go for improvement exam for the subject in which you lacked attention.

If you are facing financial issues, you can opt for M.Tech through distance learning or you can go for the job and opt for M.Tech after 2 to 3 years of relevant work experience.

CS is strenuous and it will require a lot of hard work and dedication. You can do English Hons. and CS together, if you have determination to do both the courses simultaneously.

If you want to do engineering, go for science stream. If you want to make your career in accounting like CA, CS, LLB then you can choose commerce stream. You can also switch the streams later but it would be very difficult. So, just take the stream according to your interest. Both the streams have a good career growth.
