You can become a CA. It doesn't matter whether you are from science stream or not. But before that, you should attend accounts classes inorder to make your base strong.

Yes, you can apply for a government job but you need to check the terms of particular state government before applying there for teaching job as every state follow different eligibility criteria for applying.

See in job market, if you enter in any job profile with your basic knowledge of German then your growth in respective language will be very limited and I am sure company will check your skills and hold in the language.
Suggestion from my side, you should complete the German language with good grades and learn up to proficiency level than think about the job.

As per your education qualification you are not eligible for B.Ed program because moreover all the institute require 50% in graduation. You can apply for NTT program, if you had 50% in class 12th.
But, according to me you should improve your education qualification first, means enroll in Master degree program according to your eligibility. Score well in term of grades and then apply for B.Ed or start building your career in teaching.

To become a successful teacher, either you start B.ed programme after 12th and after that go for M.ed or do Bachelors and Masters in the specialised field whether that's a commerce, science or from arts background.
