To be honest, yes, it is definitely going to have an effect on your admissions. You have to score very high in CAT to get a decent college and also be prepared with a very good and genuine reason as to why you have so many backlogs.

The one scores around 98 and above % ile in CAT with good curriculum will get the calls from top colleges in the country.

Definitely you are eligible for CAT exam. Some of the students in IIMs are IGNOU graduates only. Since, IGNOU is central university, you are eligible for CAT and any entrance exam. All the Best for your future.

There are various institutes which provide you the MBA courses without CAT or MAT entrance exams. You can always apply for that. Please find out those colleges and apply for the admissions there so that you don't spoil a year. Your skills and abilities are more important than the entrance exams scores. So do apply for the same.

Apart from CAT and CMAT there are other college specific exams like SNAP, NMAT, etc. You may give it a shot. Note - all exams for admission in this year are over. Try for next year.
