First of all, you will have to go to the concerned faculty or department and get the migration form. After filling all the details in the form, attach the xerox copies of the documents asked to enclose with it along with amount of money asked in the form. It depends from varsity to varsity. Submit all the above-mentioned documents to the authorities concerned. Generally they generate the migration certificate within a week or after 2-3 days of submitting the form. Sometimes they may take time. So, apply at the earliest if you want to take admission in a different varsity.

If you want to opt for B.Com, then you possess the minimum marks required to apply. However, for better understanding of the eligibility criteria, please check the criteria of the particular stream and college under DU. For this college, the fee structure is 1.05 lakhs per year. Plus, the hostel and the mess charges in the hostel fees, it depends according to your room choice like single occupancy rooms double occupancy and the triple occupancy rooms.

If you are talking about IITTM, you can give their own entrance exam and go through with that college. However, a 60%ile+ in CAT will fetch you a call from the institute.
