Hello Arko,
No, IGMOU does not conduct 12th exam. However GoI has taken steps for it's citizens to appear for 10 or 12 via NIOS. This is the best for doing 12th if you had left schooling earlier. I am attaching a link that will give you all required information.

Hi Deepika, You must take the SAT or ACT and TOEFL to be considered for admissions into Bachelor degree programs in USA after 12th. Apart from these tests, you must have very good academic grades, a first class is required, extra curricular activities etc. It is a good practice to keep checking university websites for admission requirements and overall processes and prepare yourself mentally and academically.

The admission to the various courses in the hotel management is based on the hotel management entrance exam. The selection in the various courses is based on NCHMCT JEE conducted in the month of April. The application for the same is out in the month December. Apart from this there are various others hotel management entrance exam, conducted by the big hotel chains for admission in the own training institutes.
