Don't worry about your marks as many colleges accept 50% in PCM so you may go through them as your interest is B.Tech so don't leave your interest as your marks are low.

Yes, you can. Maximum colleges require a minimum of 50%. You will be eligible for most colleges if you have 50% or above.

You only mentioned science, but I assume your subjects were PCM. If yes, then popular options are:
B.E./B.Tech
B.Sc
BCA
B.Arch
Defence
Navy
CPL
and so on.
If you have interest subjects other than engineering you can see B.Com, BBA, B.Sc LLB, etc.

Eligibility remains class 12th, but as we're having PCB, there may be some criteria for admission. Actually, every state has its own rules. But it's surely possible. Go to your local college and enquire.

If you are confident of yourself then go for re-evaluation. Simultaneously, you can appear for JEE Advanced if you have cleared JEE Mains. Appear for WBJEE too.
