Unfortunately, CBSE has stopped its revaluation policies from this year onwards, but only verification. Read this:

You may look for colleges under SPP, they require a minimum of 50%. You must also take the IELTS. Having said that getting through is very competitive since the education standards in Canada is quite high and strict. Please check the entry requirements thoroughly on college websites before applying. Popular colleges you can check would include Algonquin College, Centennial College of Applied Arts & Technology, Conestoga College, Durham College, Fanshawe College of Applied Arts & Technology, Humber College, etc., all located in either Toronto or Ontario.

Maths is compulsory in class 12th to pursue BBI. If maths is not a subject of your interest, you should work harder or perhaps look for other options not requiring maths.

The passing marks for any subject is minimum 33%.
If you're good in Computer Science then you can apply for B.Tech in Computer Science and Engineering at University of Technology and Shillong. UTM is MIT Pune's Shillong campus http://utm.ac.in/BTech.php

You are eligible to apply from NIOS. Different colleges have different cut-offs and requirements, not announced yet. You can keep checking the DU website for the merit list and apply accordingly. Contact the colleges also for acceptance of NIOS.

The minimum eligibility to appear for civil services examination conducted by UPSC to become an IAS officer is graduation degree. You are not eligible for civil services examination based on your current educational qualifications. Please complete your Bachelor's degree in a subject of your choice to become IAS.
