Yes, you are eligible for CA and you can do CA after class 12th with science. The minimum eligibility for non-commerce graduates with subjects other than mathematics with
an aggregate of 55% marks and non-commerce graduates with maths with an aggregate of 60% marks are exempted from the competency professional test.
and are permitted to register for Professional Competency Course.

You can appear for engineering entrance exams like IIT-JEE Mains and other state and private engineering entrance exams. The syllabus for these exams is physics, chemistry and mathematics of class 11th and 12th.

No, dropping a year after class 12th won't make you ineligible to pursue any course.

If you complete your 12th board, you will be eligible to avail seats reserved for UP state residents in all educational institutions.

Since there is no previous data to look upon regarding JEE Mains rank without considering board marks, I cannot exactly tell you the marks that you will need to get into VNIT Nagpur. I can give you the cut-offs, which are all either below 1000 or below 1500 in case of CSE branch and OBC Other State quota. But even so it is safe to assume that you will have to easily score above 250 in JEE Mains to have an AIR of 1000.
